Summary

Participation in institutional culture has been a primary focus of governmental attention, funding and reporting on cultural participation. The elite arts or 'high' culture have been privileged in governmental understandings of cultural participation. These activities tend to be concentrated in metropolitan areas and the inner-city. More recently, some of these activities have become increasingly commercialised, such as musical theatre, film festivals or aquariums.
